Q: What is Regional Coding Enhancment (RCE) ?

A: It's a digital enhancement added to some Warner Bros and Columbia DVDs to try to stop region 1 DVDs from playing in Multi-region DVD players.

It was introduced in 2001 and soon disappeared , it only ever affected around 50 region 1 titles.
